The government is hoping to offer families more flexible working rights when it comes to maternity and paternity leave.
Ministers are preparing to consult on proposed regulations that would see mothers given the chance to transfer six months of outstanding maternity leave to their partner if they wish to return to work sooner.
The law changes could allow fathers to stay off work during the second six months of a child''s life.

Business minister Pat McFadden believes the new regulations should offer more choice to families, along with improved flexibility.
He said: "The number of businesses affected is expected to be small - less than one per cent of small businesses - and we will work with business to make sure any changes are introduced in a way that minimises burdens and gives them predictability in the provision of leave."
The government''s Department for Business, Innovation and Skills recently suggested that UK employees are increasingly becoming aware of their employment rights.
