Commenting on the proposals in the House of Lords, business secretary Lord Mandelson said that universities might also consider using contextual data when looking at course applications.
He added: "The challenge for the next decade is to offer a wider range of new study opportunities - part-time, work-based, foundation degrees and studying whilst at home - to a greater range of people."
The Higher Ambitions framework also proposes that businesses could play a greater role when it comes to things like student sponsorships.
A review into the country''s postgraduate education sector was also recently launched by the Department for Business, Innovation and Skills.
