HBLB consultation set to focus on betting exchanges

Betting exchanges are set to be the focus of a new consultation process which is being operated by the HBLB.

A consultation process will enable the Horserace Betting Levy Board (HBLB) to gather views concerning betting exchanges.
According to the organisation, the process will aim to see if some types of betting exchange users could be classed as leviable bookmakers.
The HBLB is inviting interested parties to contribute to the consultation, which is due to run until September 20th of this year.
Commenting on the board's decision to launch its consultation, the body's chairman Paul Lee has noted that the HBLB feels this is the best way forward.
Speaking on the organisation's website, he stated: "We welcome responses from all those with an informed viewpoint on the areas raised in the consultation document, as well as on any other relevant matters."
Key levy legislation does not currently take betting exchanges into account, the organisation revealed, which may be one reason for the board's consultation.
Following the HBLB's announcement, the British Horseracing Authority's chief executive Nic Coward queried whether "immediate action" should have been taken instead of a betting exchange consultation.
