Around £1.86 billion is being made available under the 2009 scheme.
However, the RPA has noted that roughly 4,500 applications are still being assessed, with business partnership changes among the issues that may be holding these claims up.
In total, the agency believes that 107,500 claims have been made for SPS 2009 payments.
Meanwhile, the RPA also recently announced that it is looking to start making payments to those farmers who are eligible to receive funding under the Hill Farm Allowance scheme.
According to the body, this initiative has already seen payments of £18.9 million given out.
